California regulators are considering taxing text messages. The state's Public Utilities Commission has scheduled a vote next month on a proposal to add a fixed, - but unspecified –surcharge to monthly cell phone bills to pay for low-income phone service programs.
While the wireless industry argues the Commission doesn't have the authority to tax text messages because they're an information service, the notion is that the P-U-C is focusing on texting as a “telecommunication service,” which is subject to regulation.
One note? The tax wouldn't apply to independent texting services that don't rely on the cell carriers, such as Apple's iMessage, Skype, WhatsApp and Facebook's Messenger.
