A man from Hagerstown, Pennsylvania has been arrested and charged with assault after a witness told police he saw him walking his wife around on a dog leash at a local fair. Walter William Wolford Sr. was also seen yanking the leash, causing his wife to “sustain red marks around her throat area.” Wolford explains that his wife suffers from late-stage dementia and isn’t taking medication, so he was just trying to “keep her from running away.” His son backs up his story, telling investigators that he doesn’t believe he’s abusing his mother.
